| Sean R. Gallagher coordinates the PBLN's Education Working Group.
Sean is Program Director and Senior Research Analyst at Eduventures. At Eduventures Sean leads the Continuing and Professional Education Learning Collaborative (CPE), a consortium of more than 100 colleges and universities across the United States. Eduventures is the leading information services provider to the education sector. Sean manages the CPE Learning Collaborative's research staff, services, and agenda, and leads original research and analysis of trends and practices in the development, delivery, and marketing of continuing and professional education.
Sean is a nationally recognized expert on the higher education market, and he has authored or co-authored more than 100 in-depth research reports and briefs since joining Eduventures in 2000. Sean is a frequent speaker at higher education conferences, and his analysis and commentary are featured often in leading media outlets such as The Chronicle of Higher Education, The New York Times, The Wall Street Journal, and CBS Television. Sean also has been an invited presenter at government and accrediting agency meetings on education policy, and he has extensive experience advising senior executives of universities and corporations on market strategy.
Prior to Eduventures, Sean worked in high-tech public relations at Manning Selvage & Lee; as a systems analyst at Union International Systems; and as the principal and founder of Kranberry Systems, a technology consulting firm. Sean holds an M.B.A. from Ellis College of the New York Institute of Technology, and a B.S. in marketing from Northeastern University, where he graduated magna cum laude and was elected to Beta Gamma Sigma. |

| Roger M. Freeman coordinates the PBLN's Energy & Environment Working Group
Roger is Managing Director of Energy Ventures at Citizens Energy. He is responsible for managing Citizens Energy's for-profit energy ventures, including Citizens Wind. Roger is responsible for all aspects of Citizens Energy's wind development business, including business planning and strategy, wind project development and finance, and legal and regulatory affairs. Roger also leads Citizens Energy's initiatives in energy efficiency and distributed generation. Prior to joining Citizens, Mr. Freeman practiced corporate and energy law in Boston where he had a national practice representing alternative energy companies and investors. In addition to wind power, Mr. Freeman has extensive experience with distributed generation.
Roger received his J.D. from the University of Virginia School of Law in 1992. He received his BA in economic, with honors, from Oberlin College in 1987. Mr. Freeman has served on the editorial advisory board of Distributed Energy magazine and is a frequent speaker and moderator on alternative energy issues. He was one of the primary drafters of the Massachusetts Model Interconnection Tariff. He has been a member of the Executive Committee of the Northeast Combined Heat and Power Initiative and the Energy Conference Committee of the New England Canada Business Council. Mr. Freeman is a member of the American Bar Association and served as vice chair of the ABA’s Renewable Energy Committee. He is also a member of the Boston Bar Association and is licensed to practice law in Massachusetts. |

| Valerie Fleishman coordinates the PBLN's Health Care Working Group.
Valerie is the Chief Operaing Officer of the The New England Healthcare Institute (NEHI), a not-for-profit, health policy collaborative dedicated to identifying solutions to national health care problems. Ms. Fleishman joined NEHI at its founding in 2002 and oversees the institute’s research, policy programs and operations. She directs a team that conducts independent research leading to evidence-based public and private health policy recommendations. Under her direction, NEHI’s programs seek to speed the adoption of valuable innovations in health care to improve chronic illness care and promote disease prevention and wellness. She has authored numerous articles and reports on a wide range of health policy issues. Prior to joining NEHI, she was a director in the health and wellness practice at Scient Corporation. Additionally, she has held management positions at Arthur D. Little and Johnson & Johnson.
Ms. Fleishman received her MBA from the Harvard Business School and her AB with honors from Harvard College.

| Angus G. Jennings, corrdinates the PBLN's Housing & Economic Development Working Group
Angus is the principal planner for Concord Square Development Company, Inc. At Concord Square Development, Angus focuses on community planning for downtown revitalization and smart growth development projects. Prior to joining Concord Square, Angus served as the Town Planner in the Town of Marshfield, Massachusetts. He managed all aspects of the planning department including land use planning, economic development, subdivision and special permit review, and public outreach. In four years, Angus proposed, authored and advocated for Town Meeting approval of nearly thirty zoning amendments, from minor "housekeeping" articles to significant land use reforms. His departure from Marshfield was marked by news articles in the Patriot Ledger and the Marshfield Mariner.
As a graduate student in City & Regional Planning at Cornell University, Angus received the first annual Hazard Mitigation Planning Fellowship from the Federal Emergency Management Agency (FEMA). His responsibilities included fieldwork in nine municipalities in the Upper Mystic River Watershed, north of Boston; development of recommendations for integration of flood mitigation into local land use bylaws; and coordination among local, state and federal governments. Angus received several commendations during his time at Cornell, including the Atkinson/Tetreault -- Telluride Association scholarship, the Portman Family Fund Award, and, upon graduation, the American Institute of Certified Planners student award for promise of success as a professional planner.
Prior to earning his graduate degree, Angus lived and worked in Baltimore for two years. He served as a Planning Assistant for the Baltimore City Department of Planning, and a paralegal for the U.S. Department of Justice, Antitrust Division. He was also an active participant in the Midtown Plan, a community-based planning effort for the historic Midtown region of Baltimore. |

Life Sciences Working Group Best Practice 10-26-07 | Brian P. Carey, corrdinates the PBLN's Life Sciences Working Group.
Brian is a partner at Foley Hoag. At Foley Hoag, Brian focuses on advising health care and technology companies and educational institutions with federal legislative and regulatory issues, and counseling clients with Department of Justice . He advises and counsels biotechnology, pharmaceutical and medical device companies with legislative issues relating to the Orphan Drug Act, Medicare prescription drug coverage, Medicare coverage and reimbursement, and food and drug issues. He also represents clients before the Centers for Medicare and Medicaid Services on National Coverage Decisions, reimbursement under the Hospital Outpatient and Inpatient Prospective Payment Systems and in Medicare Coverage Advisory Committee proceedings.
During the 102nd and 103rd sessions of Congress, Brian served Senator Edward M. Kennedy as a legislative aide on the Committee on Labor and Human Resources. In the Senate, he worked on health care, food and drug and biotechnology legislation, including the Prescription Drug User Fee Act of 1992 and Dietary Supplement Health and Education Act of 1994. Brian is a author of several articles and a regular expert panelist at Biotech and Health Care industry events as well an active member of the Mass Biotech Councils, Law and Policy Committee. Prior to joining Foley Hoag, he served as an associate with Sullivan & Cromwell in New York and clerked for the Honorable Edward F. Harrington of the United States District Court of Massachusetts.
